Hi everybody, several of you have asked about FY24’s Title I, Sec. 1003(a) allocations and the application process and I here is some information shared at the last Title I Office Hours on January 25th.
Next fiscal year’s allocations will be formula-based—there will not be a competitive application process, nor will there be a continuation of FY20’s allocations as there have been the last three fiscal years. The Every Student Succeeds Act (ESSA) Sec. 1003(c) limits the funding period to not more than 4 years, which may include a planning year.
NDE just received FY24 Title I projected allocations and will derive each LEA’s Sec. 1003(a)’s projected allocations from there based on the following weighted system listed in descending order of their weight:
4th year Comprehensive Support and Improvement (CSI) status,
2nd/3rd year CSI status, and
1st year CSI, and any year Targeted Support and Improvement (TSI), TSI/Additional Targeted Support and Improvement (ATSI) status.
LEAs will have to complete the application process in ePAGE and—as a minimum—include how the LEA will do the following:
Support schools’ CSI, TSI, and TSI/ATSI School Performance Plans (SPPs),
Monitor schools that receive these funds,
Use a rigorous review process to recruit, screen, select, and evaluate external partners with whom the LEA will partner,
Align other federal, state, and local resources to carry out activities supported by Sec. 1003(a) funds,
As appropriate, modify practices and policies to provide schools with operational flexibility, and
Assure funds are used to Supplement Not Supplant.
