Happy November! This is one of my favorite months because it is a time for everyone to take a collective sigh and give thanks for all of the many blessings in our lives. I would like to take a moment to thank all our service men, women, and animals for the work that you have done, and continue to do, to keep our nation safe. Though we honor you on the 11th, it does not do your service justice—we know that “freedom does not come free,” and your sacrifices are deeply appreciated by everyone at NDE. Thank you for your service! In addition to our veterans, I would like to thank all our partners across the State (and your families for their patience with your busy schedules!) for the collaboration, support, and great work that you put in each and every day—our students are so lucky to have such dedicated and devoted educators supporting them!
Carryover Clarifications
I would like to clarify a few things regarding carryover:
Completing the Carryover Notification Form is optional
LEAs will have up to 4 opportunities for revisions for FY23 carryover dollars
LEAs are still bound by the ESSA maximum carryover cap of 15% of the total allocation
LEAs are not required to have carryover, or to keep the full 15% allowed under the law
NOTE: If the full 15% carryover amount as allowed by the law, please let your EPP know so that the residual funds can be reallocated to other LEAs who have a plan that can accommodate additional carryover dollars.
LEAs who have carryover funds that will continue under the Federal Tydings Waiver for CAN 21 are not required to keep your carryover dollars
Only certain programs qualified for the Tydings Waiver, and not all LEAs have qualifying funds:
If your EPP has not contacted you regarding the Tydings Waiver, please assume that your LEA did not have eligible funds that were included in this waiver.
If your LEA does not want to keep the full carryover amount from CAN 21, please reach out to your EPP so that the residual funds can be reallocated to other LEAs who have a plan that can accommodate additional carryover dollars.

Final Financial Reports
It is at this time of the year that, in years past, LEAs would have recently submitted their Final Financial Reports (FFRs). As a reminder, it was reported in GMU’s Quarterly Subrecipient Meeting for October that the FFRs for federal programs awarded in FY23 are not due until November 29, 2024. Requests for Reimbursements (RFRs) are still due each month by the 15th unless your LEA has an approved waiver to submit RFRs quarterly, and then they are due by the 15th of the month for October, January, and April, with the final RFR being due by July 21, 2024.
