Title I Director
January 2023
Let’s start with a few annual reminders as we bring in 2023! First, Title I Comparability Reports are due this year to NDE by Monday, January 13, 2023, so if you have not done so already, please send your reports to Dr. Jess DeLallo at jessica.dellalo@doe.nv.gov as soon as you can. She will assist in forwarding those reports to our audit team, please remember to upload them to your LEA Document Library in ePAGE. Also, Supplement, Not Supplant Calculations are due Monday, January 30, 2023, to the LEA Document Library in ePAGE.
As a quick overview, the supplement, not supplant requirement, obligates state and local educational agencies to use federal funds received under Title I only to supplement the number of funds available from nonfederal sources for the education of students in Title I schools. NDE and LEAs cannot use these federal funds to supplant funds that would, in the absence of Title I funds, have been spent on Title I students. Under the Every Student Succeeds Act (ESEA Section 1118(b)(1)), LEAs must demonstrate that the methodology they use to allocate state and local funds to support schools provides each Title I, Part A school with all of the state and local money it would receive if it did not participate in the Title I program.
In addition, please mark your calendar for March 7-8, 2023, when NDE will be hosting a hybrid of its annual Federal Titles Directors Meeting (FTDM) to be held both virtually and at the Peppermill Hotel in Reno; it will include information on Titles I, II, III, IV, and V. For more information on the 2023 FTDM, please get in touch with Tracy Pechulis at tracy.pechulis@doe.nv.gov.
On a personal note, it has been a pleasure working with you over the past four years. I am humbled by the trust you have placed in me in my roles at NDE. Thank you to everyone who has supported me in my transition as the Title I Director from the lead for our CSI/TSI/ATSI work. My time at NDE has been life-changing, and I am grateful for the thought partnerships and candid feedback you have provided in making our Title I team better and better. I have complete confidence in the skillset Dr. Jess DeLallo will bring to the team as Interim Director for Title I. Her experience leading as a Title I compliance officer in California provides the exact skills our Title I team will need in the coming months. I leave you in excellent hands with the leadership of Dr. DeLallo and the dedicated Title I team members. Until our paths cross again, be well, and have a safe and prosperous 2023!
